This character is Fancy Lala herself, in a particularly well-drawn moment. I love her character design, the dark blue hair and the red eyes, and I think this outfit is one of her best. This particular scene is from one of the last episodes, during a very tense (and spoilery) relevatory scene. Fancy Lala is a show that I almost fell into completely accidentally, and I fell hard. The one good thing is that the cels, when I can find them, are pretty cheap.
